Qualified Social Worker ( Group Manager) Child with Disabilitie

Our client , London Borough of Hackney is looking for a group manager, ( Qualified Social Worker) in the area of Children with Disabilities


PURPOSE OF JOB:

To ensure a high quality and effective assessment service to respond to the needs of children and their families in a timely manner within statutory guidelines. The aim of the service is to assess needs and safeguard children in order to promote positive outcomes as outlined by national standards.


Key Accountabilities

Each of the five key accountabilities is outlined below. Each area is divided into two sections: the desired outcome and the activities required to meet that outcome.


1.Strategic responsibilities

Outcome: To set objectives for the service, develop plans, identify resources and mobilise staff to meet those objectives

1.1To understand the position of the service within the Children and Young People's Service and in relation to the local authority responsibilities

1.2To produce annual objectives for the service with associated plans about how to meet these objectives


1.3To develop policies and procedures in response to statutory guidance, local policies and the needs of children and their families

1.4To monitor progress of implementation of strategies/plans and report to line manager and other forums

1.5To motivate and inform staff to understand their position within the wider context of Children and Young People's Services

1.6To maintain a detailed working knowledge of legislative and statutory frameworks ensuring service delivery meets the associated requirements


2.Operational Responsibilities

Outcome: Effective management of services which safeguard children

2.1To ensure that children are safeguarded, and that the service provides interventions which combine risk management and a systemic or social learning theory approach

2.2To provide line management of Social Work (SW) units, including supervision and appraisal of staff

2.3To create and sustain systems for the prioritisation, management and throughput of cases from first contact to transfer or closure

2.4To ensure that assessment and planning frameworks are fit for purpose and in line with statutory guidelines.

2.5To oversee casework with children and their families ensuring there is high quality assessment, planning and review of cases, and that this is recorded concisely within case files

2.6To manage the budget for the service and ensure that systems for delegated financial authority are followed

2.7To ensure that systems and procedures are in line with Government, statutory and London Safeguarding Children procedures

2.8To ensure that social work activity is focused and makes use of evidence about effective methodologies such as systemic or social learning theories, which can be demonstrated in case records

2.9To ensure that effective use is made of clinical expertise provided to each of the SW units

2.10To ensure there is managerial cover in the event of short term absence (sickness, leave etc)

2.11To partake in an out of hours telephone duty rota to provide management contact for staff who are working with families outside 9-5 hours
